Residential Assistance Technician – Indoor Air Quality

Old Brooklyn Community Development Corporation is seeking a driven Cleveland neighborhood advocate, to assist in the implementation of plans, programs, and services, achieving economic opportunity through targeted place-based developments in Old Brooklyn. The Residential Assistance Technician – Air Quality reports to the Director of Neighborhood Development.
Old Brooklyn CDC is partnering with the Environmental Protection Agency (EPA), the MetroHealth System, and Community Housing Solutions to improve the quality of life for residents of Old Brooklyn by employing a Residential Assistance Technician that supports the process of grant-funded upgrades to homes to improve their indoor air quality, specifically as it relates to the replacement of gas stoves/ranges to electric induction stoves/ranges. This may also include upgrades to the residential units: ventilation hood, electric utility systems, and/or electric vehicle charging hookups. This position is grant funded.
Main Duties
Indoor Air Quality Program

Engage with residents of Old Brooklyn to identify those who meet the eligibility requirements for program benefits, chiefly those who have members of their household who suffer from asthma and have natural gas-powered cooking implements

Conduct assessments of eligible households to confirm eligibility and write scopes of work for the eligible and feasible work to be completed in the homes to adhere to the terms of the grant agreement with Metro Health and the EPA, example, stove replacement, ventilation hood installation, etc.

Bid out and coordinate the specified work with contractors and households to align schedules, manage the active construction projects concurrently with others - balance and support the needs of both parties to ensure timely and efficient installations

Track and report ongoing and completed projects, keeping all records in an organized and compliant manner

Assist in the development of marketing materials, host events, and perform other duties related to program pipeline development

Provide educational materials to residents on the benefits of induction cooktops and other materials related to indoor air quality

Assist in monitoring and tracking improvements in indoor air quality and resident health outcomes post-installation.

Assist in collecting and analyzing data to assess the program's effectiveness, environmental impact (e.g., reduction in emissions), and potential energy savings.
Residential Home Inspections & Project Management

Work within the established Residential Assistance Program workflows, protocols, and collaborate with the Housing Manager to project manage and provide general assistance with home repair projects

Help to identify external and internal safety issues and create a scope of work for home repair projects that align with OBCDC’s Residential Assistance Program.

Establish knowledge of the main residential areas, building relationships with homeowners, property owners, and stakeholders.

Develop relationships with local contractors and project teams to expand contractor pools.
Collaborative Team Efforts

Collaborate with the Neighborhood Development team in the creation of short, mid, and long term economic and neighborhood development plans; gathering information, preparing studies, reports, and recommendations to achieve such goals

Understand the OBCDC’s Strategic Plan and Mission, actively gathering and tracking data relating to the impact of work on the health of those affected

Cultivate strategic partnerships, contributing to the development of organizational grant applications; understand, report, and meet requirements tied to the position

Coordinate special projects with institutional partners; where appropriate, gathering grant related data and preparing reports

Represent OBCDC in various capacities at City boards, commissions, and committees

Assist in the residential rehabilitation program and healthy housing initiative, developing an understanding of Old Brooklyn and its sub-neighborhood housing markets

Attend OBCDC staff and team meetings, community engagement opportunities, and city-wide community development groups

Assist with fundraising efforts, present reports, and material to OBCDC Board as needed, undertake other duties as assigned by supervisor
Required Qualifications

High school diploma/GED and 3 years contractor management experience; or Associate degree and 2 years’ experience; or Bachelor’s degree and 1 year experience.

Experience in building or remodeling, contracting, building construction estimating, building inspection, or building/real estate management.

A strong commitment to community development and the Old Brooklyn neighborhood

Strong communication, interpersonal, and organization skills are essential, as well as the capacity to learn, ability to prioritize, and multi-task.

Comfort with data collection, software, and technology (such as personal computers, handheld devices, and Microsoft Office Suites) preferred.

Ability to work independently and as part of a cohort/collaborative team.

A valid State of Ohio Driver's License is required and reliable transportation to conduct work is required.

Some weekend and evening work will be required.
Preferred Qualifications
-
One year of experience in community building, engagement, or serving clients in a social service environment.

Proficiency in Spanish; ability to read, write, and speak Spanish
